 This review is garbage as is your tiering system.  Sunday was far and away the most balanced and well executed show.  Mellow Mood hadn't been played in 7 years, and the start of the 2nd set was fantastic.  Friday had a great first set (with the exception of the poorly placed "What's the Use"), but 2nd set was uneven and disjointed.  Saturday was the weakest of the three nights.  Regarding your tiers... the band sounded a bit rusty on Tahoe Night 1, but for all of us that were present it was a great show.  Far from bottom of the barrel.
