The flooding also makes treatment of all the sewage generated by 40,000 people virtually impossible. You can't bottled water this away.

Since when did treating sewage require potable water??? These 40,000 people weren't gonna flush a toilet 10 times a day down some sewer system and take multiple showers, wash clothes etc... Hell lots of folks have RV's. If this was a Nascar event it would still be on 100%..
