"Heartache" is a song on The Victor Disc, a compilation of instrumental studio outtakes recorded in December 2002 and similar in concept to The Siket Disc.  Where The Siket Disc consists mainly of ambient sheets of sound and represents Phish at arguably their most experimental, The Victor Disc contains more accessible, straight-ahead Phish jamming (relatively speaking; it's still two plus hours of completely improvisational jams). The Victor Disc has not been officially released (though it circulates unofficially among fans) and none of the "songs" on The Victor Disc have been performed live.

I know all the tracks on The Victor Disc got this form description above, but this track is notable in that the music on it is plainly not Phish, but rather one would guess what used to be on the tape that was used to record these sessions. Judging from the syrupy mediocrity of the snippet, probably some friend/girlfriend of some engineer getting some free studio time.
