A quick google search finds a Jeff Drudge, approximate age 36, living in or near Toledo, OH. Could be your man.
Yup, there are two Jeff Drudges in Ohio and I have their phone numbers from the White Pages. Can you imagine that phone call?

"Hey Jeff, it's me, Charlie. Remember 11/2/94? That was awesome, right? Hey, so anyway, I've got your Halloween tapes. I stuck a $20 in the J-card that you left in my buddy's car. I ran out of XLIIs so I'm sending some TDKs, but don't worry, they're the good ones. See you this summer?"
